The South Australian government transferred the management of public housing dwellings to the community housing sector, under the Better Places, Stronger Communities (BPSC) project.

SPRC was contracted to evaluate the processes in relation to the planning, governance and implementation of the transfer. The evaluation also informed future policy development as the transition is taken to scale throughout South Australia, and contribute to the evidence base on transfers. The research methods included analysis of existing data and collecting additional data where necessary to capture transfer implementation processes, and impacts on residents, communities and stakeholder agencies.
